yes, there can be female eagle scouts, but not in the US -- IIRC, Australia's highest rank is Eagles and, like every other civilized country, scouting is coed there

Eagle Scout is the highest rank attainable by a Scout in several national Scouting organizations, including the Boy Scouts of America.
