Returns status information used on the article National Popular Vote Interstate Compact'.

Function "EVs" returns the total number of electoral votes controlled by states listed in the input string (identified by two-letter abbreviation).

Function "overlay" returns overlay maps indicating the compact has a status of "passed" (green) or "pending" (yellow), in the states listed in the input string (identified by two-letter abbreviation).
