Potential damage from a future, unknown event, combined or confused with the probability for said event.

Air pollution from a coal burning power plant causes a low, but constant damage to the environment. This is a certain risk. A severe accident in a nuclear power plant has a high potential damage, but is very unlikely (low probability). Comparing risks of such varying quality is difficult.
