Bill Graham was first elected as MP for Toronto Centre-Rosedale in 1993, Bill Graham was appointed Minister of Foreign Affairs in a cabinet shuffle by Canadian Prime Minister Jean Chretien in January 2002.

He is one of the few openly gay Cabinet Ministers in the British Commonwealth. The first was Michael Portillo of the UK.
