A character in that appeared in Batman (1989) played by William Hootkins, Max Eckhardt was a crooked lieutenant in the Gotham City Police Department. Eckhardt was hired by mob boss Carl Grissom to kill Jack Napier during a set-up at Axis Chemicals. Eckhardt was killed when Napier shot him in the chest during the confrontation.

It has been speculated but not confirmed that the character of Max Eckhardt was inspired by Harvey Bullock, a controversial member of the Gotham City Police Department in the Batman comic book titles.
