Sexed up refers to of making something appear more attractive than it really is; a modern update to the phrase "hyped up". Variants include "sex it up".

For example, turning Iraq could possibly attack someone using some sort of weapons at some time to Iraq is a clear and present danger that could obliterate society at any given moment in order to make people more likely to support going to war. The above statemnet in of itself could be said to have been sexed up so as to make the reader think that going to war with Iraq is a bad thing.

The BBC alleged that British intelligence reports on Iraq had been "sexed up". This issue was a key part of the Hutton Inquiry.

It is presumably based on the older phrase "sex sells", which means that, for example, the more beautiful the people in advertisements, the more likely people will purchase the product. It was probably coined in the 1980s or 1990s in Britain or the US.
