More properly called OpeOffice.org because of a trademark dispute, OpenOffice is an attempt to create an office suite set of applications based on the older program StarOffice, the code to which was released by Sun Microsystems.

From time to time. Sun retains the right to take current OpenOffice code, adapt it and release it as a commercial product under the StarOffice label. OpenOffice itself, however, always remains free software.
