A municipality or general-purpose district (see also: special-purpose district) is an administrative region generally composed of a clearly defined are. Municipalities are not necessarily the same as townships. In most countries, this is the smallest administrative subdivision that has its own democratically elected leadership.

- In Belgium a municipality is called gemeente (Dutch) / commune (French); it is part of a province (provincie / province).
- In Denmark a municipality (kommune) is part of a county (amt).
- In France a municipality is called a commune; it is part of a département.
- In Germany a municipality is called a Gemeinde. It may be a county-free city (kreisfreie Stadt) or part of a county (Kreis).
- In the Netherlands a municipality is called gemeente; it is part of a province (provincie).
- In Sweden a municipality is part of a county.
