The Grand Councilwoman is the leader of the fictional United Galactic Federation in Walt Disney Pictures' Lilo & Stitch series of animated movies and the spin-off television series. She is voiced by Australian actress Zoe Caldwell.

In the movies

In Lilo & Stitch she was first seen in a courtroom with the other Galatic Leaders and their involvement in the trial against Jumba Jookiba. After asking Stitch if he could show some good (and his refusal to do so) she sentenced for Stitch to be taken away and Jumba to prison. During this time Stitch escapes in a police cruiser and she asks if it would be possible to just go to earth and retreive Stitch. Agent Pleakley tells her about humans and mosquitos and she later allow Pleakley and Jumba to retreive Stitch. During the course of the movie she makes frequent calls to Pleakley, questioning what they're doing and why Stitch hasn't been captured yet. In her last call to Pleakley she fires the two of them and sends Gantu to retreive Stich. At the end of the movie she allows Stitch to stay with Lilo and her family and announces that the family is under protection of the Galatic Alliance. She made a breif appearance at the ending of Stitch! The Movie to assist in the capture of Dr. Hamsterviel. Because of her lacking in the plot's storyline she was not included in Lilo & Stitch 2: Stitch Has a Glitch. She made an appearance in the beginning and ending of Leroy & Stitch, where she was seen handing out awards.
