Philip Proctor (often Phil) (born July 28, 1940 in Goshen, Indiana) is a member of The Firesign Theatre. He plays Rocky Rococo in the Nick Danger series.

Of the four, he has had the greatest amount of mainstream exposure as an actor, having been seen occasionally on television in small roles, including an episode of All in the Family. Still, like the others he is primarily a voice actor whose physical presence is not his strongest asset. He also plays the voice of Meltdown, the fat alien, in Treasure Planet.

More recently, he has done voices for several cartoons and video games, including Rugrats on Nickelodeon and "background" voices for Disney features, as well as voice work on Power Rangers Time Force. He also did two voices in the GameCube video Game Eternal Darkness: Sanity's Requiem, and on the Playstation 2's "Dark Chronicle". He is the voice of Hakese and Monkey White in the Ape Escape series.
