  • There is disagreement between this article and both soviet (council) and Workers' council. This article draws a distinction between a "factory committee" and a "soviet". The others do not. I suspect that the root of the disagreement is a translation problem. I'd like to see evidence that the two are distinct, and that this should not be a Merge with soviet (council).
