Luis Alfaro[1], also known as Luis Alfredo Martinez Alfaro, Luis Alfredo Alfaro, Luis A. Martinez Alfaro, Luis Martinez Alfaro, Luis M. Alfaro, or Luis A. M. Alfaro, was born on July 19, 1981, in San Miguel, El Salvador.

As stated by UNISEC[2], he is the founder and has served as the President and Chief Executive Officer (CEO) of the El Salvador Aerospace Institute (ESAI), fostering international collaborations and spearheading innovations in aeronautics, space, and port logistics. ESAI is the primary think tank for promoting fundamental science, education, and sophisticated training programs among universities, the public and private sectors, as well as national and international cooperation are fundamental. His efforts have received widespread acclaim.

Education

He received his Ph.D. from Dong-A University, located in the Port City of Busan, South Korea. He also pursued an MBA in Technology & Finance at Chonnam National University, a prestigious institution ranked among Asia's top 100 universities, located in Gwangju, South Korea's sixth-largest metropolis in the southwestern part of the country. In El Salvador, he earned an Undergraduate degree from Don Bosco University. Alfaro is fluent in his native Spanish, as well as in English and Korean.

Recognitions and Professional Contributions

He is an author of scientific articles in prestigious organizations such as the Institute of Electrical and Electronics Engineers (IEEE). In 2014, he published an article titled "A Framework for Tracking Reliable Data in the Cloud for Port Logistics," which is a novel research study on a layered framework for tracking reliable data in the cloud to control data usage[3][4]. Luis Alfaro has been instrumental in various technology projects, particularly in the field of Ubiquitous Computing.

Some of the most relevant achievements include but are not limited to:

  • President, Legal Representative and Founder Member of El Salvador Aerospace Institute[5][6]: Honored for his contributions to the development of the El Salvador Aerospace Institute (ESAI), which enhances the technological and economic sectors for the benefit of its citizens. ESAI positions El Salvador as a model for investment and development in the Latin American economy.
  • Vicepresident of the Ibero-American Network of Space Agencies (RIAE)[7][8][9]: In May 2024, he was appointed as Vice President, a significant role supported by the European Union that promotes international cooperation between Europe and Latin American countries. In this capacity, he collaborates with the Organization of Ibero-American States, an organization headquartered in Madrid, Spain and the Portugal Space Agency, headquartered in Santa Maria Island, Azores, to coordinate regional Aerospace engineering projects in Latin America and the Caribbean (LAC). The network of agencies also participates in initiatives related to Satellite technology development and the Sounding rocket program in the LAC region.[10]
  • The SouthStar Management Institute (SMi)[11][12]: According to Vietnam Logistics Manpower Development Association (VALOMA)[13], Alfaro leads a major program focused on Port, Logistics, Aeronautics, and Space in Southeast Asia[14]
  • United Nations Centre for Trade Facilitation and Electronic Business UN/CEFACT: He is a founding member of the Cross Industry Supply Chain Track and Trace Project[15], which consists in the development of international guidelines for electronic commerce. This initiative gained prominence during the COVID-19 pandemic, emphasizing the tracking of assets throughout their life cycles.
  • Korea Aerospace Research Institute (KARI): The first participation of the El Salvador Aerospace Institute (ESAI) in aerospace training took place in 2016[16]. Through the efforts of Dr. Luis Alfaro, the Institute was invited to participate in an intensive program that included collaboration with technical personnel from KARI. During this training, various presentations were offered, focusing on research and development projects. In 2019, Luis Alfaro was recognized for his contributions to the aerospace sector, which included the El Salvador Aerospace Institute being acknowledged as a permanent member and active institution in various space training programs in South Korea[17]. He led El Salvador to win first place in a competition for emerging economies, showcasing the country's capabilities in aerospace technology and applications.[18]

ESAI-CATERO Cluster-Technology

The efforts of aerospace activities in El Salvador officially began with the publication of a scientific article titled: "The Necessity of Public Private Partnership Projects and Cooperation Development Framework to Execute Aerospace Initiatives in Central America. The Case of ESAI, El Salvador, Central America: Networking Analysis, Current Situation and Perspectives.

The research paper and booth sponsorship were registered and recognized by the International Astronautical Federation (IAF)[19] through the International Astronautical Congress (IAC)[20][21], held in Guadalajara, Mexico, in 2016. The paper specifies: "El Salvador could enforce a continuous plan of a national program, focused on quality and exploration enterprise contributions, sustaining the discovery of leadership." The framework also aims to raise awareness of why funding such programs brings national and future economic development benefits to each nation, as well as the well-being of citizens by allocating considerable investment resources for advancing space systems.

Finally, after many years of coordination and planning, in January 2025, he officially presented the project called "Aeronautics and Space Technology Cluster in El Salvador." The official announcement highlighted one of the most notable initiatives: the creation of a Digital Innovation Hub (DIH)[22] or described as Digital transformation (DT). The speech was part of a series of communications given at the Presidency of the Republic of El Salvador, where President Nayib Bukele has his permanent office. This initiative encompasses the Advanced Technology Center for Education, Training, and Official Resources (CATERO)[23]. The Cluster includes ambitious projects such as the establishment of a state-of-the-art Hypersonic wind tunnel (HWT)[24] in El Salvador, which is intended to serve not only the country but also the broader Latin America and Caribbean region[25]. According an official report from Vienna, Austria: "Engaging with Stakeholders in Preparation for UNISPACE+50"[26], Luis Alfaro is recognized as the first Salvadoran to achieve a significant milestone in the development of this initiative.

ESAI-CATERO Cluster-Education

In collaboration with national and international stakeholders, the Cluster is dedicated to establishing El Salvador as a prominent leader in hypersonic technology, better known as Hypersonic speed. By fostering cutting-edge research, strategic partnerships, and technological advancements, it aims to drive innovation and accelerate development in aeronautics and space.

It engages governments, industries, universities, students, and the wider community to foster interest in these fields, emphasizing collaboration and knowledge sharing. By bringing together diverse stakeholders, the Cluster aims to create a vibrant ecosystem that supports innovation and research in aeronautics and space technology.

The Cluster was presented at the headquarters of the Ministry of Education, Science and Technology (MINEDUCYT)[27] to Minister of Education Ing. José Mauricio Pineda Rodriguez[28] on February 25, 2025. This presentation marked a significant step in the Cluster's mission to drive technological advancement and educational initiatives in the region. It not only showcased the innovative projects planned under the Cluster but also emphasized the importance of collaboration between government agencies and educational institutions.

The event underscored a commitment to fostering a culture of innovation and research, positioning El Salvador as a leader in emerging technologies within Central America.

Aerospace Efforts Overview

According to an article in UNOOSA he is known for his continuous determination and polite, quiet demeanor. Dr. Luis Alfaro personally attends events both nationally and internationally, adopting a light-hearted attitude when engaging with various decision-makers[29]

The International Astronautical Federation (IAF)[30] highlights his contributions as a prominent Salvadoran engineer and businessman in the aerospace sector.

Politics

He serves as the founder and promoter of various technological initiatives, including regional integration through the PARLACEN, as well as involvement in the national agenda starting in early 2017. He has also developed strategic frameworks for technological advancement from 2020 to 2040. One notable initiative is the creation of the Secretariat of Innovation within the Presidency of the Republic of El Salvador[31], established during the government of Nayib Bukele. Dr. Luis Alfaro holds registrations and patents for significant brands focused on promoting and innovating new technologies.

The PARLACEN[32][33] develops regional technology policies that foster integration. Its vision is to constitute a key pillar for technological innovation and to serve as a platform for advancing projects in aeronautics, space, and maritime development.
