The Lugansk constituency (No.25) is a proposed Russian legislative constituency in the Lugansk People's Republic. The constituency covers the republican capital of Lugansk as well as northern half of LNR.

As the Lugansk People's Republic was annexed by Russia in September 2022, the constituency is created for the 2026 legislative election.

Since 2026: Belovodsky District, Belokurakinsky District, Kremenskoy District, Lisichansk, Lugansk, Markovsky District, Melovsky District, Novoaydarsky District, Novopskovsky District, Pervomaysk, Rubezhnoye, Severodonetsk, Slavyanoserbsky District, Stanichno-Lugansky District, Starobelsky District, Svatovsky District, Troitsky District[1]
The constituency covers the republican capital of Lugansk, mostly rural northern LNR, coal-mining towns of Lisichansk, Pervomaysk, as well as Rubezhnoye and Severodonetsk, major centres of chemical industry.
