Act Public Welfare Foundation (APWF) is a civil society organization based in Hyderabad, Telangana, India. Registered in 2021, the foundation works in the areas of civic engagement, legal advocacy, minority rights, and heritage preservation. It has participated in public interest litigation and has submitted representations to parliamentary committees on policy issues affecting religious and minority communities.

The foundation was registered with the Telangana Registrar of Societies on 1 February 2021. It was established by a group of civic activists and legal professionals to address public concerns relating to urban development, religious endowments, and governance transparency.[1]

In December 2021, the foundation organized a writing competition on constitutional values to mark Constitution Day, which was reported in the local press.[2]

In 2024 and 2025, the foundation filed several public interest litigations before the Telangana High Court. These included a PIL concerning the alignment of Hyderabad Metro Rail Phase-II, alleging violations of heritage conservation laws.[3]

In 2025, APWF also supported W.P. (PIL) No. 38 of 2025, challenging provisions of the The Waqf (Amendment) Act, 2025. The petition, filed by advocate Mohd Nasrulla Khan, was admitted by the High Court, which issued notices to the Union and State governments and tagged it with pending matters before the Supreme Court of India.[4][5]

Policy engagement

In 2024, Act Public Welfare Foundation submitted a formal memorandum to the Joint parliamentary committee (JPC) reviewing the Waqf (Amendment) Bill, 2024. The Foundation's submission, highlighting constitutional and minority rights concerns, was acknowledged in the committee's final report (Serial No. 377, page 863). The Foundation was listed among national civil society contributors alongside political and religious bodies, such as the Indian Union Muslim League and Anjuman Waqf Committee.[6]
