Special Action Force (Gujarat Police)

The Special Action Force (SAF) is a specialized anti-riot and emergency response unit constituted under the Gujarat Police, Government of Gujarat, India. Established in February 2024, the force was developed to manage communal riots, maintain public order during civil unrest, and respond swiftly to emergent law and order situations across the state.

History and Formation

[edit]

The idea for the Special Action Force was officially announced on 21 February 2024 during the budget session of the Gujarat Legislative Assembly by the Minister of State for Home, Harsh Sanghavi. The formation of this dedicated unit came against the backdrop of rising concerns over communal disturbances and the need for a specialized, state-level rapid action force, modeled after the Central Reserve Police Force’s Rapid Action Force (RAF), which operates at the national level.

The SAF was carved out of the State Reserve Police (SRP) Group-2 Ahmedabad Company, whose personnel underwent advanced riot control and emergency response training, equipping them to deal with violent outbreaks and public disturbances with speed and efficiency.

Objectives and Mandate

[edit]

The primary objectives of the Special Action Force are:

  • To maintain peace and public order during communal riots, protests, and violent demonstrations.
  • To act as a quick response team (QRT) for handling sensitive law and order situations anywhere in Gujarat.
  • To provide specialized assistance to local police units in handling emergencies.
  • To assist in preventive deployments during politically or communally sensitive events and large public gatherings.
  • To enhance the overall riot-control capabilities of the Gujarat Police through modern tactics and equipment.

Organizational Structure

[edit]

The Special Action Force currently functions as a specialized unit under the operational control of the Gujarat State Reserve Police Force (SRPF). Initially comprising personnel from the SRP Group-2 Ahmedabad, it is structured to be scalable, with plans for expansion into other regions of Gujarat based on operational requirements.

Each SAF company is equipped with:

The unit operates with a dedicated command and control system for real-time deployment and coordination during emergencies.

Training and Equipment

[edit]

Personnel inducted into the Special Action Force receive advanced training in:

  • Crowd management and mob control techniques
  • Use of non-lethal weapons
  • Counter-ambush and defensive tactics
  • Rescue operations in public disorder situations
  • Quick response strategies

The training curriculum is closely modeled after the Rapid Action Force of the Central Reserve Police Force (CRPF), ensuring a professional and effective response force within the state police machinery.

The SAF is equipped with:

  • Modern riot-control vehicles
  • Water cannons
  • Tear gas launchers
  • Anti-riot protective suits and shields
  • Body cameras and live-feed capable drones for real-time crowd surveillance and incident documentation.

Significance and Impact

[edit]

The establishment of the Special Action Force marks a significant upgrade in Gujarat’s internal security framework. It reflects the government’s proactive approach toward:

  • Strengthening riot control capabilities
  • Minimizing casualties and property damage during disturbances
  • Ensuring swift action against communal violence
  • Enhancing public confidence in law enforcement

The SAF’s deployment is expected to complement existing police arrangements and act as a deterrent against potential law and order breakdowns, particularly in communally sensitive areas.

Relation with Similar Forces

[edit]

The Gujarat SAF follows a model similar to the Rapid Action Force (RAF) at the national level and is comparable to specialized state-level forces like the Special Action Force (SAF) of Karnataka Police, which was operationalized in June 2025 for the Dakshina Kannada and Udupi regions to manage communal conflicts.

Future Expansion

[edit]

There are plans to expand the SAF to multiple cities in Gujarat, including Vadodara, Surat, Rajkot, and Junagadh, based on operational requirements and security assessments. The government has also proposed additional budgetary allocations for procurement of advanced riot-control equipment and communication systems for the SAF.
