The Overseas Pakistanis Foundation (OPF) is a semi-autonomous government organization in Pakistan, established in July 1979. It operates under the Ministry of Overseas Pakistanis and Human Resource Development and aims to support the welfare of Pakistani expatriates and their families within Pakistan.[1]
Activities and Programs
In January 2025, OPF signed a memorandum of understanding with the National Accountability Bureau (NAB) to jointly address fraud and legal challenges faced by overseas Pakistanis, particularly in housing schemes and property disputes.[2]
In April 2025, OPF hosted the first Overseas Pakistanis Convention in Islamabad, attended by over 400 expatriates and officials. The event resulted in the proposal of a 14-point agenda to improve expatriate engagement and services.[3]
OPF also provides assistance for repatriating deceased individuals, supports families in cases of death or disability, and has developed affordable housing schemes across Pakistan. Over 11,000 families have received financial support amounting to more than PKR 2.25 billion.[4]
Education Services
The foundation operates over 24 educational institutions in Pakistan, offering GCE-level and local curriculum-based education. In 2019, the OPF schools introduced Chinese language courses as part of curriculum diversification.[5]
Governance
The foundation is governed by a board of directors chaired by a federal government appointee. In July 2024, British–Pakistani businessman Syed Qamar Raza was appointed as the Chairman of OPF, pledging to expand support for overseas communities.[6]
Academic Study
A 2014 study analyzed organizational challenges faced by OPF, particularly employee turnover. The paper was made available on ResearchGate.[7]
Financial Transparency
OPF annually publishes financial statements, audited by external firms. The 2024 report detailed income from membership fees, investments, and housing schemes.[8]
