Rome and Italy (in Europe) had certainly used and know the gemstone but the sentence is about importing the stone to make the pigment which became important to Europe in the Middle Ages. The reason to make the change is that it seems to indicate that the unnamed exporting region was forcing the Europeans to import. In fact the European would have sought out the luxury stone from producers who were already in demand and would not have been looking to create new markets.
