The result of the discussion was: speedy redirect to Moira Dela Torre. Draft duplicates of existing articles are redirected to their mainspace counterpart. If the user is interested in drafting a new version of the page that is their prerogative (and is allowed) but it appears that this draft was created not knowing the article existed.
