Despite common Western perception on the topic, Chinko on it's own is penis, and chinpoko specifically is a small one. I can't find the word in any online jp dictionaries, but I used to live in Japan, and my Japanese friends agree. Will add to this page with a verification link or a book reference as soon as I find one.
