The Dynamic Teen Coalition (DTC) is an Official United Nations initiative and an ongoing Board at the IGF at the UN involving those under 18.[1]. It was envisioned by Pyrate Passell, a dedicated youth advocate, in 2023[2]. It was officially established in 2024 with the initial joining of Yuma Soerianto and Boris Lo at the Kyoto 2024 IGF, enabling the launch of the DTC Friends 24 Beta program, and securing participation across UN working groups and policy consultations[3]. It aims to empower teenagers to participate in shaping the global landscape of internet governance and the future of technology, particularly in areas like AI and mental health[4].
The Dynamic Teen Coalition serves the purposes of participating in high-level UN meetings to contribute to policy development, tracking ageism and access gaps in over 200 UN and IGF institutions, documenting national teen bans and digital participation restrictions, and providing those under 18 with a path to engaging with internet governance at the UN[5]
