Hali Welly is an Indian filmmaker and photographer from East Kameng district, Arunachal Pradesh.[2][1][3]
His 2023 feature The Redemption earned him Best Director (Feature Film) at the Rome International Film Awards in 2023.[4]
Early life and education
[edit]Hali Welly was born in Sheba village, East Kameng, Arunachal Pradesh. [1]
Career
[edit]Hali Welly's film credits include short films and a feature-length film. He was also creative director of Sadak Ka Superstars (a reality show) in 2020.[1] [5][6] [2]
Hali Welly also served as president of the Film Federation of Arunachal and hosted the 7th Arunachal Film Festival during his tenure. [7]
Short films
[edit]In 2017, Welly was the line producer for Aaba, a short Apatani-language film written and directed by Amar Kaushik. The film was an official selection at the 67th Berlin International Film Festival, where it competed in the Generation Kplus category.[8][5]
In 2020, he directed Swachh Bharat Mission: Arunachal Pradesh.[6]
Feature films
[edit]In 2015, Welly was credited as creative producer for Itanagar 0 KM. The film was directed by Tai Gungte through Space Miracle Studio, and produced by Alison Welly.[9]
In 2022, Welly served as line producer for Bhediya, a comedy horror film shot and set in Arunachal Pradesh.[2]
In 2023, Welly served as creative producer for Sangi Gai, a film directed by Nyago Ete and produced by Alison Welly Bakha. The film was screened at Cannes’ Marché du Film in May 2024.[10]
In 2023, Hali Welly made his feature‑length directorial debut with The Redemption, a drama primarily in the Galo language. The Redemption was produced by Welly, who also co‑wrote it alongside Duyu Tabyo. According to Arunachal Times, Welly shot this film in the ProRes RAW format.[1]

[edit]Hali Welly won the Best Fashion Photographer Award at the inaugural North East Style Awards in 2017, held at Shilpagram, Guwahati. The event focused on fashion, visual arts, and fine arts across Northeast India.[3]
Civil service and engineering
[edit]Hali Welly works as an Executive Engineer in the Arunachal Pradesh's Urban Development & Housing Department and is stationed at Aalo (lower Subansiri district).[11] He also served as Deputy Director in the Department of Urban Development, Government of Arunachal Pradesh.[3]
