It was constructed in the 1960s by the Albanian Electric Power Company and had a connected fertilizer factory. It was powered by steam, the steam was generated from oil. Around 2000, the power output had drastically decreased to 20 megawatts. Subsequently, it was decommissioned in 2007, being sold to an unspecified Greek investment group for one Euro symbolically .[2][3] Originally, it was planned for it to be repurposed into a renewable electricity generator. However, these plans were discarded because the 2009 European Financial Crisis. Some buildings have now be demolished and some of the metal in the building has been sold. [4]
