Julius Anders Ray Kramer, born in 1994, is a Swedish and international scout leader and civil servant working with youth, peace and security issues.
Educational background
[edit]Julius studied international law and organisational science at the Swedish Defence University.
Professional career
[edit]Scouterna/Scouternas folkhögskola: As a project manager, Julis led the design, management and implementation of training programmes focusing on leadership development for adults in outdoor environments.
UN Advisor in Somalia: Julius served as the Youth, Peace and Security Advisor to the UN Mission in Somalia (UNSOM).[1] There, he supported both the UN leadership and the Somali government in strengthening the role of youth in peace and state-building processes.
Folke Bernadotte Academy (FBA): He has been a specialist and process manager at the FBA,[2] where he contributed to the establishment of a national coalition of young peacebuilders in Iraq and to dialogue and mediation in Liberia.
Danish Presidency of the UN Security Council: In the spring of 2025, Julius is on loan to the Danish Presidency in New York.
Scouting
[edit]Nacka-Boo Scout Troop: Julius has been active in Scouting Nacka since childhood. His scout corps is part of the Nykterhetsrörelsens Scoutförbund (The Temperance Guide and Scout Association, NSF). Julius has been both a scout and a scout leader in the corps.
‘Youth Advicor’ to the World Scout Committee WSC within WOSM: At the WOSM Youth Forum 2017 in Azebajian, Julius was elected as one of six “Youth Advicors”[3] During his time in the WSC, Julius was a member of the Committee's “Stering Committee”.
World Scout Committee: At the World Scout Conference in Cairo 2024, Julius was elected as one of twelve voting members of the World Scout Committee[4][5] - the first Swede since 1996. Within the committee, he was elected as one of two vice-chairs and is a member of the working committee.
Honours and awards
[edit]Ledfyren: Julius was awarded the Ledfyren in 2016,[6] which is awarded to active Scouts or leaders under the age of 25 who, in a particularly meritorious way, through listening and supportive leadership, have created opportunities for young people to develop in accordance with the Scout values.
Kompassrosen[7]: Julius was in 2018 awarded His Majesty Carl XVI Gustafs "Kompassrosen"[8] for value-based leadership.
Gustaf Adolfs-märket: Julius was awarded the Gustaf Adolfs-märket in 2021, which is awarded to active Scout leaders for particularly meritorious contributions to Scouting in Sweden. The award is Swedish Scouting's second highest honour.
