Nikolay Semyonovich Bondar (Russian: Николай Семёнович Бондарь; born 18 October 1950) is a Russian jurist and constitutional law scholar who served as the judge of the Constitutional Court of Russia from 2000 to 2020.[2]

Biography

Nikolay Bondar was born on October 18, 1950, in the village of Golubovka, Kremensky District, Voroshilovgrad Oblast (now Luhansk Oblast, Ukraine).

In 1973, he graduated from the Faculty of Law of Rostov State University.

From 1973 to 1975, he served as an investigator in the military prosecutor’s office of the Pskov Garrison, part of the Leningrad Military District.

Between 1975 and 1978, he pursued postgraduate studies at Rostov State University. From 1978 to 1987, he worked at the Rostov State University Law Faculty as an instructor, senior lecturer, associate professor, and deputy dean. In October 1987, he became Head of the Department of Municipal Law and Governance at Rostov State University Law Faculty. In 1979, Bondar defended his Candidate of Sciences (Ph.D. equivalent) thesis at the Faculty of Law of Leningrad State University (now Saint Petersburg State University). He further advanced his academic qualifications in 1996 by defending his Doctor of Sciences thesis.

From 1997 to 2000, he served as director (dean) of the Institute of Law and Management at Rostov State University.

From February 2000 to October 2020, he served as a judge of the Russian Constitutional Court. He concurrently taught at the Southern Federal University and Saint Petersburg State University.
