NemHandel is not an infrastructure, it is a product developed/procured by danish National IT and Telecom Agency and usage was/is provided free of charge for registered danish companies.
It is not correct that NemHandel was mandated by law. Digital Invoicing (complying to certain format) to public sector was mandated by law. NemHandel was a product that supported the specific digital invoice format via a web-based user interface.
