There is no justification for Philip having two l's. Royalty has always used Philip and never Phillip. Why do parents name their boys Phillip? Perhaps they cant spell.


I would say the "Justification" as you put it, is because they want to. Also, just to let you know, Phillip is a very old name, and some would say the name Philip is a variation on the actual spelling Phillip. Also the name Philip is biblical, where as Phillip is not.
