Another Tower Commission

A heads-up: there was another "Tower Commission", connected with the 1966 Texas tower shooting. The commission involved Stuart Brown (psychiatrist) who investigated the motivations of shooter Charles Whitman. Currently, there isn't an article about this other commission, and surprisingly the Texas tower shooting article doesn't mention it either, but it definitely should. When it does, a new redirect should be added pointing to the section, perhaps Tower Commission (1966), or Tower Commission (shooting), and at that point, this article should get a distinguishing hatnote linking the other one.
