This sentence at YouTube#Recent history (2023–present) is simply incorrect. Manifest V3 (client side) is a wholly separate technology from server-side ad injection (SSAI). The provided citation doesn't even mention MV3 anywhere. Counterintuitively, Manifest V3 reduces the need to use SSAI as it limits the functionality of ad blockers.
