I was born on 05th August 1953 in Laos, in Southeast Asia, in Luang Prabang Province. My short biography is as follows:

1. My education background:

   - 1974-19977, received French Scholarship of France Government and studied at École Spéciale des Travaux Publics in Paris,France.

   - 1977-1978, Russian languageStudies, at VolgogradPolytechnic Institute, in Soviet Union.

   - 1978-1984, Bachelor and Master Degree, at Petersburg State Transport University , in Soviet Union,in the field of Diezel LocomotiveEngeneering and Management.

   - 1990-1993, Russian Doctoral Fellow in the fied of Economicsof Developing countries, at Institute of Oriental Studies of the Russian Academy of Sciences

   - 1996-1997, French fellow for Diplôme d'études supérieures spécialisées, at University Pantheon -Assas, in the field of International Administration, together I studied with a longterm training course in the field of Administration and Institutionsat Institut International d'Administration Publique under the management of Office of Prime Minister of France
