Articles on topics where notability is not sufficiently obvious should not exist as standalone from any larger topic they may be easily merged into. If a topic has unclear notability, you should feel free to work on a draft of it, but be sure to cite your sources and make it clear through prose length and other objective measures of quality that the subject is notable enough to have its own article. Stub or otherwise short and poorly written or cited articles should be redirected or draftified to allow notability to be proven inside of the article itself, specifically whether or not the topic is notable independently of any potential parent topics.
