I prefer to make sure an article has all the facts laid out before I put it in mainspace, you prefer to make stubs and see if someone expands them. There is no rule that categories on a draft must be merely disabled and cannot be removed. That's an option, not a requirement — if you want the draft to have disabled categories on it, then it's your responsibility to make sure they're disabled the moment you even put them there in the first place, not other editors' responsibility to disable them for you. There can, in fact, be all kinds of reasons why removing categories can be preferable. Drafts are sometimes filed in redlinked categories that don't exist at all, drafts are sometimes duplicate-categorized in parent and child categories at the same time, and drafts are sometimes filed in completely inappropriate categories that the page would never belong in at all — and there's absolutely no benefit in leaving bad categories on the page in disabled form, because if and when the page gets moved into mainspace that'll just turn into a second round of cleaning up the bad categories again. And when I do category cleanup work I have to get through several hundred pages in one go, so I don't have time to spend five or ten minutes investigating the appropriateness or inappropriateness of each individual category on each individual page to determine which ones are bad and should be removed vs. which ones are good and should merely be disabled, since that would turn category cleanup into a 24/7 job that left me with no time to do anything else. It doesn't seem like that much of a burden to you, because you're only seeing the one page where my batch of category cleanup intersected with your watchlist — but on my end, I'm not dealing with one page, I'm dealing with hundreds, and that adds up to an extreme time burden that nobody has any right to demand of me. So, sure, if you want disabled categories to be on a draft in your zone of interest, then you're perfectly free to add disabled categories yourself. But if the categories aren't disabled, thus making the page into a cleanup issue that other editors have to fix on your behalf, then you're not free to demand that those other editors have to take the most time-consuming possible way to deal with the cleanup report.
