Civilization State

Not a notable topic. One writer's term for a state which is also a civilization, i.e. China, but not a widely used or broadly understood topic. Article does not explain what a civilization state is, apart from the above definition, so not enough for an article. Delete Neologism. The term does not seem to have come into general use.
